Are you experienced in Procurement and Contracts Management, looking for a new role and available to start ASAP?

My client is looking for a Procurement and Contracts Manager to join the team on a 3 month Temporary contract with possibility for it to go permanent after 3 months. Ideally they would like you to have your CIPS qualification with sufficient procurement/tendering experience in the public sector.

General Purpose of Job:

As a Procurment and Contracts Manager you will carry out duties within the Procurement Team, specifically relating to the categories of ICT, Digital and Telephony. Particular focus on formal tendering, further competitions from frameworks and developing expert knowledge of the categories along with aiding the implementation of the organisation's IT Strategy.


Procurement & Contract Manager

  • To take responsibility for formal tendering and purchasing for the categories.

  • Develop and improve market knowledge for assigned categories and apply this to create a deep understanding of customer requirements in area of responsibility. Identifying innovation opportunities for adding value and driving savings. Act as a source of market knowledge, insight and advice to customers, working with them to define optimal commercial strategies that deliver long-term value and efficiency's.

  • Exploit commercial intelligence and insights to identify opportunities for the categories to execute against.

  • Customer Relationship Management - manage customer relationships to drive efficiency's through frameworks and specific initiatives identifying key stakeholders at departmental/organisational level, establishing communication plans.

  • Lead on Supplier Relationship & Contract Management for the categories including the development of Supplier Action Plans to agree performance improvement goals, identification and delivery of savings initiatives and innovation opportunities.

  • Interface with Trade Associations and other industry forums as appropriate

  • Ensure that the IT contract register is up-to-date, specifically for software products used across the Trust so as to inform aggregation opportunities.

  • Oversight of the Microsoft licensing agreement to ensure we achieve VFM.

  • Provide informed and expert procurement advice and guidance which conforms to best practice.

  • Ensure compliance with Public Contract Regulations and the Trust's Finance Regulations and adhere to public procurement best practice.

  • Undertake detailed analysis to inform future procurement strategies and confidently present to others.

  • Minimise the reliance on waivers for procuring goods & services.

  • Effectively line manage the Procurement Officer role, providing guidance, direction and mentoring.

  • Provide cover for the other Procurement & Contract Manager in the Team.

  • Having direct oversight of our relationship with Everything ICT and Onecom to ensure we achieve VFM and efficient and effective service.
