The department that you will be working in is responsible for designing and leading delivery of major public campaigns.


This role is responsible for:

  • Establishing frameworks and standards for Programme and Project Managementof the People Project

  • Setting up a project and programme monitoring system

  • Ensuring effective project governance throughout the project

  • Ensuring compliance with organisational policies and practices

  • Identifying organisational blockers to effective project management and lead change effort to resolve

  • Ensuring that the project is delivered on time and within budget


  • Project lead ensuring that delivery plans are created, effectively managed and reported, and that the key deliverables of the project are achieved.

  • Ensuring the successful delivery of the overall project objective within the agreed time-frame, by prioritising, structuring and facilitating all programme implementation activity;

  • Design an effective and transparent project structure, to ensure roles and responsibilities of the project are understood.

  • Lead on internal governance, including the design and creation of project reporting, that adds value and drives the programme forwards, highlighting road blocks;

  • Manages and monitors work stream budgets and overall expenditure;

  • Leads on risks and issue management for the project creating and maintaining an up to date risk register and issue register, and ensuring that risks, issues and lessons learned are communicated across the project.

  • Makes sure that all programme processes are properly executed and ensures that appropriate assurance is undertaken (e.g audits);

  • Manages interdependencies within the programme, including resources;

  • Demonstrates strong stakeholder management skills.

  • Creating a formal meeting and communications framework enabling the Project Manager to hold all work stream owners to account and delivering against the agreed implementation plan;

  • Chairs meetings to track and manage project progress;



  • Expert knowledge of project methodology acquired through relevant work-based experience;

  • An understanding of Project Management principles and practices

  • Proven track record of supporting a team within a matrix structure, resolving critical gaps/issues to ensure programmes are planned, managed and delivered effectively;

  • Confidence in leading and developing communications with all appropriate stakeholders on technical/non-technical matters, issues and ideas;

  • Commercial experience and confidence in managing budgets;

  • A recognised project management qualification (e.g PRINCE2 or APM PMQ) is desirable.


  • Ability to develop options to resolve broad issues or to grasp opportunities, creating new concepts and approaches to address major challenges to move work forward and/or resolve risk;

  • Ability to work autonomously, to tight deadlines with excellent communication and analytical skills;

  • Partnering and supporting a number of individuals within a matrix management arrangement in support of programme delivery;

  • Clear and concise written and spoken communication skills;

  • A natural ability to multi-task and problem solve, able to prioritise workload based on strategic and tactical business priorities; able to deliver results consistently on-time

  • Interest in environmental issues
