JOB ROLE: Policy Officer


TYPE: Permanent


Start Date: ASAP


HOURS: Monday-Friday FT 35 hours (flexible working options)


SALARY: £35k - £40k DOE

LOCATION: Remote + ONLY 1 DAY PER WEEK IN OFFICE (West End London)

The successful candidates will be responsible for supporting the development of creative, proportionate, pragmatic and evidence-based policy or strategy, processes and guidance to support delivery of the policy programme.


Working closely with policy, strategy, project and operational colleagues and teams across the UK and with external stakeholders, the postholders will play an integral part in contributing to delivering the business and recovery plans, as well as the corporate strategy.


DUTIES INVOLVED BUT ARE NOT EXCLUSIVE TO:










  • Supporting the development of evidence-based policy proposals, strategy, guidance or other protocols.

  • Working closely with workstream leads, operational teams and policy teams to deliver practical and operationally effective policy or strategy proposals within agreed milestones.

  • Drafting a wide range of clear and concise documents for internal and external audiences, in house style and often to tight deadlines. This includes draft guidance or other procedural documents, draft responses to consultations or external calls for evidence, briefing for senior colleagues, and high-quality papers and presentations to senior colleagues including SMT, the Executive Board and Council.

  • Contributing to equality analyses.

  • Supporting development of research and/or engagement activity required as part of the policy or strategy development process.

  • Developing strong relationships with key internal and external stakeholders. This will involve establishing those relationships and developing credibility with these stakeholders.

  • Representing your team and directorate at internal meetings, as required.

  • Representing the client at external meetings across the UK and travelling to their offices across the UK, as required.

  • Applying and managing the diversity and equality policy and practice relevant to the role.

  • Applying the relevant management systems, procedures and policies relating to risk management, health and safety, information security and business continuity, as required.

  • Any other reasonable duties as may be assigned from time to time.



SKILLS, EXPERIENCE AND ATTRIBUTES REQUIRED:




  • Understanding of the complex and challenging environment in which the client operates and the ability to apply knowledge critically and strategically.

  • The ability to quickly become familiar with the policy, relevant legislation and the programmes of work of the team.

  • The ability to identify, understand and clearly explain policy, strategy and legislation development that impact an organisation's functions including its operational responsibilities.

  • The ability to research, analyse, summarise and present complex information in a systematic and coherent way.

  • Ability to use MS Outlook, Word, Excel and PowerPoint proficiently and creatively.

  • Ability to write clear, concise reports, Board and Council papers, and other documents using plain English.

  • Ability to fluently and persuasively present complex information, policy options, and the arguments for or against a particular policy position.

  • The role will involve working with key internal and external contacts. It is important that the post-holder has relationship management skills and professional credibility to quickly build positive working relationships.

  • The ability to work collaboratively and supportively within Directorate teams, across wider business areas, and with external stakeholders.

  • Ability to interact and communicate effectively with people at all levels, including senior colleagues and senior external stakeholders.

  • Ability to influence decision-making by colleagues and senior managers.

  • Ability to demonstrate excellent customer service ensuring the needs of internal and external customers are met and our services and contact with customers are delivered positively in line with the standards and expectations of the clients values.

  • Effective time and project management skills are essential. The post-holder must demonstrate the ability to deal with the conflicting demands of a varied workload; and the ability to prioritise and plan the work, ensuring that objectives are met whilst maintaining a good standard of work.

  • Ability to work on their own initiative without close supervision; exercising good judgement about when to seek input from senior colleagues.

  • Ability to think creatively and lead/contribute to discussion during the policy development process.

  • Ability to identify problems, and develop and recommend proportionate, innovative and pragmatic solutions.

  • The confidence and ability to suggest improvements to the policy development process.
